Analisis Dampak dan Peningkatan Layanan untuk Memperkuat Pengawasan Internal

Transformasi digital di sektor administrasi publik telah memicu perubahan signifikan dalam tata kelola, dengan fokus pada peningkatan transparansi, efisiensi, dan penguatan kepercayaan publik melalui implementasi inisiatif e-Government. Di Indonesia, yang cenderung skeptis terhadap lembaga pemerintah, penggunaan solusi digital seperti platform SiMAWAS yang diimplementasikan di Kabupaten Pekalongan bertujuan untuk memperkuat pengawasan internal. Studi ini mengusulkan pengembangan fitur konsultasi online pada platform SiMAWAS untuk mengatasi keterbatasan komunikasi satu arah yang selama ini menghambat interaksi produktif antara Badan Pengawasan Internal Pemerintah (APIP) dan entitas di bawah pengawasannya. Dengan mengadopsi pendekatan penelitian berbasis desain berdasarkan metodologi Lean User Experience (Lean UX), studi ini mengidentifikasi kebutuhan pengguna melalui studi dokumentasi, wawancara informal, dan observasi non-partisipan. Sebuah prototipe tingkat tinggi dikembangkan menggunakan Figma, yang mencakup fitur konsultasi, pengaturan rute otomatis, dan sistem notifikasi waktu nyata. Pengujian prototipe dilakukan menggunakan metode Cognitive Walkthroughs dan System Usability Scale (SUS), melibatkan 30 responden, dengan skor SUS rata-rata 82,5, menunjukkan tingkat kegunaan yang baik. Fitur yang dikembangkan memungkinkan komunikasi dua arah, mengurangi waktu respons, dan meningkatkan transparansi melalui dokumentasi interaksi yang jelas dan terbuka. Terlepas dari tantangan dalam hal literasi digital dan akses internet yang terbatas, desain berbasis pengguna yang inklusif memberikan solusi yang lebih mudah diakses untuk berbagai kelompok pengguna. Temuan studi ini memberikan model praktis yang dapat diadaptasi oleh pemerintah daerah untuk memperkuat fungsi pengawasan internal dengan memanfaatkan alat digital interaktif, sejalan dengan prinsip e-Government dalam menciptakan akuntabilitas dan memperluas keterlibatan publik.
