Abstrak

Studi ini bertujuan untuk menganalisis tantangan yang dihadapi dalam mempersiapkan capacity building dalam rangka pembangunan Ibukota Negara Baru di Indonesia dan mengidentifikasi strategi yang dapat dilakukan untuk mengatasi tantangan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan menganalisis data dari sumber sekunder, seperti dokumen resmi pemerintah, laporan penelitian, dan publikasi terkait. Alat analisis yang dimaksimalkan adalah Nvivo 12 Plus. Hasil penelitian menunjukkan bahwa beberapa tantangan perlu diatasi dalam mempersiapkan peningkatan kapasitas untuk pembangunan Ibu Kota Baru (IKN). Tantangan tersebut antara lain terbatasnya sumber daya manusia terampil, kendala anggaran, kesenjangan pengetahuan dan keterampilan, koordinasi dan kolaborasi antar pemangku kepentingan, perubahan teknologi, dan inovasi. Tantangan-tantangan tersebut memengaruhi efektivitas dan efisiensi pembangunan, serta kesinambungan pembangunan Ibu Kota Negara Baru. Dalam mengatasi tantangan tersebut, strategi yang direkomendasikan mencakup komitmen pemerintah untuk menyediakan sumber daya yang memadai, mengembangkan kebijakan yang mendukung, dan kerja sama yang erat antara semua pemangku kepentingan terkait. Selain itu, pendekatan partisipatif, inklusif, dan berkelanjutan dianggap penting untuk memastikan keberhasilan peningkatan kapasitas. Melalui pelibatan semua pihak, pengakuan terhadap kebutuhan dan aspirasi masyarakat, serta penggunaan pendekatan yang berkelanjutan, pembangunan Ibu Kota Negara Baru dapat berjalan dengan baik dan memberikan manfaat yang berkelanjutan bagi masyarakat setempat.
