Abstract

This paper aimed to examine how the personnel policy underwent a digital transformation in the government of Cirebon City Local Government. Using a descriptive-qualitative method, this paper discussed how the Cirebon City government implemented an electronic-based government system in personnel services that were strengthened by regulatory support. Following the difficulties of manual personnel services in a performance-based apparatus management system, the government launched an application as the dashboard for all employment information. Performance information namely attendance and daily performance report, and the calculation of an additional monthly allowance that was more real-time, accurate, transparent, and fair. Furthermore, with the growing need for comprehensive digital services and the simplification of the digital platform, through government administrative policy in 2022, through Cirebon Mayor Regulation Number 52 of 2022 concerning Integrated Electronic-Based Service Portals within the Regional Government of Cirebon City, the SAMPEAN app was transformed by featuring additional personnel services, performance services, archives, and general government services. The existence of SAMPEAN app which could be accessed by civil servant users was the implementation of digital transformation of personnel policy and government management within Cirebon City Local Government.
