Abstract

The translocation of the State Capital (IKN) to East Kalimantan has been legalized through the issuance of Law Number 3 of 2022 concerning the State Capital, which was later known as IKN Nusantara. Building the capital city of the country also means building the readiness of the population, both local residents and immigrants. Differences in the social and cultural characteristics of immigrants and local residents will have an impact on major socio-cultural changes that are comprehensive for the better and more advanced, known as Socio-Cultural Transformation. On this basis, what are the challenges in socio-cultural transformation and what policies are appropriate for the socio-cultural transformation process of local residents and immigrants? This study uses a literature study method. The result of this study is that socio-cultural transformation is faced with current challenges (digital literacy, local government readiness, and the potential loss of indigenous people’s homes) and future challenges (massive urbanization, the emergence of new cultures, and conflicts due to social inequality) that need to be anticipated through strategic policies that require collaboration and coordination between the Government, Local Government, private sector, NGOs and the community.
