The growth trend of medical tourism globally will continue to increase every year, and Indonesia will become one of the players in the sector by offering its tourism potential. One potential for medical tourism development in East Kalimantan is also one of the areas in the development of IKN Nusantara. This study aims to discover, understand, and elaborate on the potential for the development of medical tourism, the implications of medical tourism development, and apply the Blue Ocean Strategy to the development of Medical Tourism in East Kalimantan. The methods used are Qualitative Methods with a descriptive approach and Blue Ocean Strategy Analysis. The author finds that East Kalimantan is a category of provinces with high potential in the development of medical tourism and has the potential to improve the tourism sector that can support the improvement of health services. Furthermore, the development of medical tourism can increase the growth of GDP by collaborating with stakeholders based on the Penta-helix model. Based on the Blue Ocean Strategy results, strategic priorities include infrastructure development, increasing accessibility and amenity, replacing and adding high-technology medical equipment, increasing international standardization for hospitals and laboratory certifications, increasing the competitiveness of medical tourism products through integrated promotion and Optimization of Community Empowerment. Suggestions on the results of the Blue Ocean Strategy analysis require accelerating the implementation of development and increasing the competitiveness of medical tourism programs with various stakeholders in combining hospitality services, medical care, and travel packages in one integrated concept.
