Kemajuan Teknologi dan perlintasan zaman Society 5.0 menuntut organisasi sektor publik untuk mengintegrasikan teknologi di dalam kinerja pelayanan dan tata kelola agar lebih efisien, bersih, transparan, akuntabel, dan partisipatif. Konsep E-Government menjadi semakin populer di Indonesia, salah satunya dengan keberadaan kebijakan KTP Digital pada awal tahun 2023. Transformasi digital administrasi kependudukan ini harus efektif salah satunya dengan menggandeng generasi millenial dan Gen-Z sebagai pionir transformasi digital di Indonesia. Studi ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi keberhasilan penerapan kebijakan KTP Digital di tengah generasi millenial-Gen Z dan mengembangkan kerangka kerja konseptual yang berkaitan dengan penerapan teknologi digital dalam administrasi kependudukan. Studi ini mengembangkan delapan hipotesis dengan instrumen indikator yang telah ditetapkan. Data didapatkan dari survei di tengah generasi millenial dan Gen Z dengan penyebaran berbasis online pada Bulan Januari-Februari 2023 dan sampelnya ditarik dengan teknik Convenience Sampling. Hasil data dianalisis dengan teknik SEM PLS. Pada hasil analisis ditemukan faktor kesadaran, pengaruh sosial, persepsi biaya untuk bertransformasi, dan kepercayaan yang dirasakan pada teknologi serta pemerintah sebagai penentu penting dari niat untuk menggunakan KTP Digital. Namun menariknya terdapat penolakan faktor risiko di dalam penentu niat menggunakan KTP Digital yang ditelisik lebih lanjut dikarenakan beban tanggung jawab pemerintah sebagai pengambil kebijakan. Sehingga studi ini menyimpulkan perlunya penguatan infrastruktur, jemput bola transformasi dan sosialisasi KTP Digital menjadi tiga solusi utama mendorong masyarakat yakin dan siap bertransformasi dengan KTP Digital.
