Abstract

Technological advances and the Age of Society 5.0 passage require public sector organizations to integrate technology into service performance and governance to be more efficient, clean, transparent, accountable, and participatory. The concept of E-Government is becoming increasingly popular in Indonesia, one of which is with the existence of the Digital KTP policy in early 2023. This digital transformation of population administration must be effective by cooperating with the millennial generation and Gen-Z as pioneers of digital transformation in Indonesia. This study aims to identify the factors that influence the successful implementation of the Digital KTP policy amid the millennial-Gen Z generation and develop a conceptual framework related to the application of digital technology in population administration. This study develops eight hypotheses with predetermined indicator instruments. The data was obtained from a survey in the middle of the millennial and Gen Z generations with online-based distribution in January-February 2023, and the sample was drawn using the convenience sampling technique. The results of the data were analyzed using the PLS-SEM technique. The analysis found awareness, social influence, perceived costs of transforming, and perceived trust in technology and government as essential determinants of intention to use a Digital KTP. However, interestingly there is a rejection of risk factors in determining the intention to use Digital KTP, which is further examined due to the burden of responsibility on the government as a policy maker. So, this study concludes that the need for strengthening infrastructure, picking up the ball for transformation, and socializing Digital KTPs are the three leading solutions to encourage people to be confident and ready to transform with Digital KTPs.
