Concept Forest City in the Effort for Application of Carbon Neutral in the Development of the Country Capital

Abstract

The development of the National Capital City (IKN) has various major challenges, especially in the environmental aspect so that development can maintain the function of the forest. The presence of the Forest City is an effort to minimize environmental damage, especially to forests in the IKN area, also to optimize the services of forest ecosystems in fulfilling their carrying capacity and contributing to the welfare of the people. IKN development must be carried out with a sustainable scheme, so that biodiversity, which is one of the priority aspects, gets protection by focusing on low-carbon development. Low carbon development is a scheme that is needed to maintain environmental balance, natural resource capacity, and environmental capacity, in order to achieve emission reduction targets. The focal point on this research is the application of the forest city in an effort to achieve carbon neutrality in IKN development. This study uses a normative juridical method which is an approach in the sense of examining norms through the researched library materials or secondary data. The concept forest city in IKN development focuses on six principles, namely: 1) conservation of natural resources and animal habitats; 2) connected to nature; 3) low carbon development; 4) adequate water resources; 5) controlled development (Anti-Sprawl Development); 6) community involvement in realizing Forest City. Each principle is based on criteria and indicators for IKN development on low-carbon development to support policies to achieve carbon emission reduction by maximizing the role of forests in carbon sequestration in IKN development.
