Analisis Tingkat Kesiapan Masyarakat terhadap Pemindahan Ibu Kota Negara di Kabupaten Terdampak Bencana

Abstrak
Penelitian ini bertujuan untuk mengkaji tingkat kesiapan masyarakat pada masyarakat adat yang terdampak pemindahan ibu kota baru. Konsep kesiapan masyarakat merupakan suatu pendekatan untuk mengevaluasi seberapa siap suatu masyarakat dalam menghadapi isu-isu tertentu atau menerapkan perubahan. Penelitian dilakukan dengan menggunakan analisis Delphi bersama tiga orang pakar untuk menentukan dan memvalidasi parameter dan variabel yang tepat dalam menilai kesiapan masyarakat beserta faktor-faktornya. Parameter dan variabel yang diperoleh kemudian digunakan sebagai masukan analisis kesiapan untuk mendapatkan nilai beserta faktor-faktornya. Selanjutnya, strategi disusun menggunakan teknik kualitatif deskriptif berdasarkan kondisi eksisting, praktik terbaik, dan regulasi yang berlaku di Indonesia. Hasil penelitian menghasilkan 28 parameter kesiapan masyarakat dan 10 variabel untuk menentukan faktor-faktornya. Parameter-parameter tersebut kemudian diujicobakan kepada 200 responden, menghasilkan skor 3,06 yang setara dengan Level 5 atau Level Persiapan, di mana para pemimpin telah memulai perencanaan dengan dukungan dan upaya dari masyarakat.
The Level of Community Readiness Analysis for Indonesia’s Capital City Relocation in the Affected District
This research aims to assess the level of community readiness in indigenous communities affected by the relocation to the new capital city. The concept of community readiness is an approach to evaluate how prepared a community is to address certain issues or implement changes. The research was conducted by using Delphi analysis with three experts to determine and validate the appropriate parameters and variables for assessing community readiness and its factors. The parameters and variables obtained are then used as input for the readiness analysis to derive values and their factors. Subsequently, strategies are developed using descriptive qualitative techniques based on existing conditions, best practices, and existing regulations in Indonesia. The research results yielded 28 community readiness parameters and 10 variables to determine the factors. These parameters were then tested with 200 respondents, resulting in a score of 3.06, equivalent to Level 5 or the Preparation Level, where the leaders have started planning with the support and efforts of the community.
