Abstrak

Organisasi publik salah satu outputnya adalah pelayanan publik baik ke dalam dan luar organisasi. Sekretariat DPRD Kota Medan merupakan salah satu organisasi perangkat daerah (OPD) yang output kinerjanya adalah pelayanan ke dalam birokrasi, yang dalam hal ini adalah kepada anggota dan pimpinan DPRD. Kinerja layanan Sekretariat DPRD Kota Medan dinilai masih kurang memuaskan dan nilai LAKIPnya pun memperoleh nilai B. Tujuan kajian ini adalah untuk memberikan gambaran kebaruan Sekretariat DPRD Kota Medan dalam mengakselerasi kinerjanya melalaui survei kepuasan stakeholders dan inovasi. Kajian ini menggunakan metode penelitian campuran antara kuantitatif dan kualitatif. Pertanyaan penelitiannya adalah (1) Akselerasi Inovasi apa yang dilakukan oleh Sekretariat DPRD Kota Medan untuk mencapai sasaran kinerja organisasi dan bagaimana caranya? (2)  Bagaimana hasil pengembangan inovasi terhadap tingkat kepuasan stakeholders atas kinerja layanan Sekretariat DPRD Kota Medan Tahun 2019-2021? (3) Apa lessons learned dari upaya peningkatan kinerja melalui survei dan inovasi di Sekretariat? Hasil dari kajian ini adalah hasil survei kepuasan stakeholders yang ditindaklanjuti dengan empat inovasi untuk akselerasi kinerja Sekretariat DPRD Kota Medan. Hasil penelitian ini menemukan bahwa pengembangan empat inovasi ini belum begitu optimal, hanya ada 1 inovasi yang langsung berdampak kepada kinerja organisasi. Pembelajaran adalah meskipun sudah dilakukan kajian teknokratik melalui survei kepuasan stakeholders dan pendampingan inovasi, namun keputusan inovasi apa yang dilakukan dalam rangka akselerasi kinerja sangat tergantung dari kompetensi SDM dan prioritas kegiatan.
