Energy Goods Demand in Tabalong Regency: Almost-Ideal Demand System Approach
Abstrak
The declining trend of Tabalong Regency’s economic growth in recent years adversely affected the poverty rate. Further, the recent energy subsidy policy applied by the Indonesian Government has pushed the subsidy’s budget down for some energy goods. Therefore, there should be an awareness regarding the current energy policy and the impact on the poverty particularly in Tabalong Regency. This paper investigates the demand system for the three main energy goods; premium fuel, electricity, and Liquid Petroleum Gas (LPG) in Tabalong Regency of the South Kalimantan Province. Although the same method was previously used on the different topics, this paper uniquely utilizes the combined Linear Approximation and Quadratic Almost-Ideal Demand System on the particular energy policy topic. This paper utilizes the National Social Economics Survey conducted by BPS-Statistics of Tabalong Regency in 2016. The results show that the income elasticity of demand for the top 60% and the bottom 40% of the income groups were positive; however, slight differences could be seen. For the top 60% of the income group, the income elasticities of demand were 0.97, 1.02, and 1.08 for premium fuel, electricity, and LPG respectively. On the other hand, the bottom 40% of the income group had 0.99, 1.07, and 0.91 of income elasticity of demand for premium, electricity, and LPG. The price elasticity of demand for both income groups had negative signs, which is agreeing with the theoretical demand function. These results indicate that the current energy policy should continue with securing the poor households from the possible effect.

Development of Innovation Project as the Result of Leadership Training Through the Innovation Actor Collaboration Model in the Region
Abstrak
This study is motivated by the change project’s sustainability problem based on the study of PKP2A II LAN (2016) study team, identified after Level IV and Level III Leadership Training (Diklatpim). After the training, there are still some milestones or goals of the projects that have not been achieved. Medium-term and long-term goals have not been assessed because the new Diklatpim only review the general implementation of change projects during the training session. The change projects produced in the process of Diklatpim to achieve short-term goals may have a prospect to be expanded, enabling it to maintain its sustainability and to provide benefits for the region especially in the provision of public services. The current conditions rely solely on the alumni of Diklatpim and their mentors, which makes it somewhat difficult to maintain the sustainability of the change projects effectively. This study aims to provide an alternative policy solution for regional governments to improve the sustainability and increase the scale of the Diklatpim’s change projects. Using literature study methods and qualitative approach, a collaborative model of innovation actors in the regional government for the development of innovation projects is developed. The collaborative model resulting from this study is called the WPPPA Model. This model is a collaboration model between Widyaiswara, Researcher, Planner and Diklatpim Alumni. The successful collaboration process undertaken by key innovation actors will be useful to maintain the sustainability of change projects on a broader scale and increasing the outcome of regional innovation sourced from the change projects.

Comparative Analysis of Financial Performance in Fiscal Decentralization Era Among Natural and Non-Natural Resources Region
Abstrak
Indonesia has a long history of fiscal decentralization. In terms of accountability and transparency, it is necessary to have performance appraisal of local financial indicators. This research was conducted by taking samples of natural and non-natural resources regions from the 2010 - 2014 period. From the result of the degree of decentralization indicator, the natural resources region has a low degree. In contrast, on non-natural resources regions, they have a higher degree and included in both good and very good criteria. Based on the independence local indicators, only Siak Regency has the greatest independence, while other natural resource regions have very small category and the instructional relationships pattern. In non-natural resources regions categories, all samples are independent enough and already independent with participatory and discretionary relationship pattern. In the harmonization among routine and developmental spending indicators, in natural resources regions, routine spending is relatively small. While in non- natural resources regions, routine spending allocation is also very dominant. From that result, the government should formulate an innovative non-public development pattern to further enhancing the participation of other stakeholders and also provide advocacy to Local Government to start limiting the routine personnel expenditure and prioritizing to infrastructure development that impacts the investment.

Social Process of Ethnicity in Urban Area: Case Study Between Chinese Ethnic and Sundanese Ethnic in Bandung City
Abstrak
A city with a multicultural society allows the social processes of ethnicity, either associative or dissociative. Especially in the city of Bandung, the dynamics of social processes of ethnicity between Chinese ethnic and Sundanese ethnic have ups and downs. Based on the idea, the purpose of this study is to describe how the associative and dissociative social process of Chinese ethnic and Sundanese ethnic in Bandung? The research design uses a qualitative approach with case study model. The location of the research was conducted in Bandung. This research produced a description of social relations practices that are associative in the form of cooperative relations if there is a common interest, while in the form of accommodation occurs if the Chinese ethnic embraces Islam. The social process in the form of assimilation and amalgamation can be seen in the field of culture. Meanwhile, social processes that indicate competition, rivalry, and social conflict (dissociative) start from the perspective of stereotypes, prejudices and discriminatory.

Implementasi Kebijakan Pengawasan Penyelenggaraan Tugas Pegawai Kantor Kecamatan Cipocok Jaya, Kota Serang, Provinsi Banten
Abstrak
Salah satu fungsi manajemen dalam pemerintahan yang penting adalah pengawasan. Namun, permasalahan pengawasan cukup rumit dan kompleks, tidak semudah dengan apa yang diteorikan apabila diaplikasikan, termasuk aplikasinya di lingkungan instansi pemerintahan. Terkait dengan ini, penelitian ini bertujuan untuk mengetahui implementasi kebijakan pengawasan penyelenggaraan tugas pegawai serta mengidentifikasi faktor-faktor pendukung dan penghambatnya di Kantor Kecamatan Cipocok Jaya Kota Serang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dengan informan adalah pegawai di lingkungan kantor kecamatan tersebut. Teknik pengumpulan data yang digunakan adalah teknik wawancara, dan instrumennya berbentuk pedoman wawancara. Adapun teknik analisis datanya adalah analisis data secara induktif. Hasil temuan lapangan menunjukkan bahwa pada tahap awal pembuatan laporan progres kerja kurang disertai upaya pencarian data baru, kebanyakan isi laporan progres kerja belum benar-benar memenuhi kriteria atau memiliki nilai sebagaimana mestinya, pengawasan untuk falisitas kerja kurang ditindak lanjuti oleh pimpinan, pelaporan harian, mingguan, dan kwartalan pelaksanaan tugas pegawai jarang sekali dilaksanakan, evaluasi yang dilakukan pimpinan selama ini lebih mengutamakan pada pencapaian jumlah atau target yang telah ditetapkan (standar kuantitas), dan pengukuran kualitas hasil pekerjaan pegawai hanya lebih didasarkan pada perkiraan saja. Dengan demikian, implementasi kebijakan pengawasan penyelenggaraan tugas pegawai di Kantor Kecamatan Cipocok Jaya selama ini masih kurang baik.

Determinants of Vote Buying in Local Head Election in Indonesia
Abstrak
The local head election in Indonesia suffers from vote buying. However, there is a lack of study compared to vote buying case in Indonesia, especially quantitative study. Therefore, this study aims to fill the gap. The purpose is to estimate the effect of individual and community characteristics on the probability of voter to consider money or gifts in a local head election. This study uses the data from Indonesia Family Life Survey 5 (IFLS5) conducted in 2014/2015 for 29,788 respondents. As the response is a binary data, the Linear Probability Model (LPM) and logit model is utilized. The result shows that both individual and community characteristics affect vote buying in Indonesia. Voters with tertiary education are far less likely to consider money or gift by 29.1% than others. By using logit test, the coefficient is corrected. Voters with a university degree tend to not engage in vote buying by 0.27 times than the others. This study finds other interesting findings that gender matter in vote buying in Indonesia. Female voters tend to consider money or gift more than male by 2.44%. Voters who live in rural areas have a higher probability to consider vote buying by 4.55%. Living in the internet-connected community may reduce the probability of vote buying. The coefficient indicates that those with internet access have less probability to consider money or gift in an election by 1.35%. Living in a community with high social awareness makes voters less vulnerable to vote buying. The coefficient indicates that they have less possibility to consider money by 2.44% than those living in communities with less social awareness. Thus, the strategy to eliminate vote buying should be adjusted to the character of voters in a certain community.

Negative Effects of Open Government: A Meta-Theory Analysis (Good Governance in Relation to Open Government Initiatives)
Abstrak
Many studies merely focus on discussing the benefits of open government, but the negative effects of open government in a variety of published literary works are limited. The advantages of open government are for citizens to get easier access to data and government activity, regulation, and policies. A particular purpose of the research explores the conceptual theoretic from a variety of scientific literature and to understand the negative effects of open government. The method in this research article is a synthesis of qualitative research approach to meta-theory analysis. Data in the research is processed deductively from a variety of scientific literature. The results of the research study aim to explain open government, or open data is not necessarily to generate transparency in government activities. Participation and collaboration in some cases are still considered yet they significantly support open government. It is because a concept may not be appropriate in different places that were affected by the characteristics of the socio-cultural, economic, and democracy of a nation.

Finding Out the Potency of Nusa Tenggara Timur in Poverty Allevation: The Effect of Local Government's Policy
Abstrak
Permasalahan kemiskinan di Nusa Tenggara Timur (NTT) sudah terjadi selama bertahun-tahun. Pelbagai upaya sudah dilaksanakan, tetapi tidak memberikan dampak yang signifikan. Permasalahan kemiskinan di NTT menjadi perhatian pemerintah Indonesia, bukan hanya karena jumlah rakyat miskin yang tinggi, melainkan juga berada di perbatasan wilayah Indonesia-Timor Leste. Pada dasarnya, baik disadari maupun tidak, NTT mempunyai potensi yang sangat besar di balik lahan kering dan pelbagai permasalahan sosial masyarakatnya. Beberapa potensi tersebut dapat dilihat dari lima sektor perekonomian daerah, yaitu kependudukan, kehutanan, pertanian dan peternakan, perdagangan, dan pariwisata. Artikel ini ditulis untuk menjelaskan besarnya potensi yang dimiliki oleh NTT dan cara pengelolaannya dalam rangka menekan angka kemiskinan. Pendekatan yang digunakan dalam artikel ini bersifat kualitatif dengan metode tinjauan pustaka dalam pengumpulan data. Tidak ada metode khusus yang digunakan untuk menganalisis isu yang diangkat dalam artikel ini; analisis hanya dilakukan berdasarkan data, situasi dan kondisi terkini. Berdasarkan analisis dalam artikel ini, ada banyak potensi di NTT, tetapi belum dikembangkan dengan baik, sedangkan masyarakat berpasrah pada kondisi yang ada, sehingga tidak ada pencapaian yang signifikan dalam upaya pengentasan kemiskinan. Pendayagunaan potensi ini dapat dilakukan secara optimal melalui upaya-upaya strategis, efektif, dan efisien yang didukung oleh pemerintah, baik nasional maupun daerah, dan masyarakat NTT. Melalui optimalisasi pendayagunaan potensi ini, tingkat kemiskinan di NTT dapat terus ditekan.

Strategi Pemerintah dalam Pemberantasan Demam Berdarah Dengue (DBD) di Kota Jambi
Abstrak
Angka kesakitan dan sebaran wilayah kasus Demam Berdarah Dengue di Indonesia cenderung semakin meningkat. Jambi merupakan provinsi dengan angka kematian tertinggi di Indonesia pada tahun 2013, dan Kota Jambi merupakan penyumbang angka kejadian tertinggi selama 3 tahun terakhir. Upaya pemberantasan telah dilakukan, namun ternyata belum mampu memutus rantai penularan. Penelitian ini merupakan penelitian deskriptif analitik untuk mengidentifikasi penyebab ketidaktepatan upaya pemberantasan DBD berdasarkan pedoman pelaksanaan pemberantasan DBD dan menentukan strategi dalam upaya pemberantasan DBD di Kota Jambi. Hasil penelitian menunjukkan pelaksanaan upaya pemberantasan DBD di Kota Jambi belum berjalan efektif dengan kendala terutama pada pelaksanaan gerakan Pemberantasan Sarang Nyamuk (PSN) melalui integrasi lintas sektor dalam pemberdayaan masyarakat secara rutin dan mandiri. Strategi utama yang dapat dilakukan oleh pemerintah adalah meningkatkan peran kader juru pemantau jentik (jumantik) dan siswa pemantau jentik (sismantik) melalui dukungan anggaran dari lintas sektor dalam mengkampanyekan gerakan PSN secara rutin baik di lingkungan rumah ataupun di instansi/institusi.

Indonesia After Joko Widodo: The Increase in Politics and Public Administration
Abstrak
This study aims to capture public appraisal, especially student groups as young voters. The public appraisal that will be captured relates to the satisfaction of young voters on the performance of one year of government Jokowi Jusuf Kalla. Using the survey method, this study will be conducted on student groups in the Pancasila and Citizenship Education Study Program, Ahmad Dahlan University. Data collection was done by spreading the questionnaire which then performed tabulation and correlation analysis. This study is expected to be the baseline data in the first year of Jokowi Jusuf Kalla's reign as the basis for future leadership prediction analysis for the next four years. Thus, by knowing the basic pattern in the first year it will be analyzed how would the trend of satisfaction and political beliefs of society until the end of office Joko Widodo.

Sensitivity Indicators Analysis and Regional Sustainable Development Status in Indonesia
Abstrak
Indonesia is one of the largest archipelagic country in the world, with an area of 1,913,578.67 km2, and consists of 34 provinces, 415 regencies, and 93 cities. Since the end of centralistic governance under Soeharto's administration in 1999, Indonesia has adopted a decentralized governance system to deliver national and regional development. It has been noted that Indonesia has variations in social, economic, ecological, and institutional dimensions between a province to another province in Indonesia. This study aims to analyze the sensitivity of indicator and hierarchy of sustainability of province in Indonesia, using a scalogram method, and analyze the status of sustainable development of the regions, using cluster and flag analysis method. The research shows two most sensitive indicators, the ratio of paved road length to area width and the GDP per capita. Both of these indicators are very effective in increasing the sustainability of provincial development in Indonesia. Of the 33 provinces studied, 24 are at a moderate level of sustainability. Flag analysis showed that the SDG scenario is better than the NC-MEA and the BAU at Region I to III.

Capital Investment Behavior of Local Government in Regional Development Bank (BPD) in Indonesia
Abstrak
Capital investment of local government or long-term regional investment is a form of government program and one of the tools of regulating the regional fiscal. Local government investment in the form of direct investment is the capital investment in business entities which aims to increase regional economic growth, increase regional income, and improve the welfare of the community. Regional capital investment is a decision-making behavior to invest or not to invest in business entities to obtain dividends. The behavior of decision making requires Information on bank performance, knowledge of banking governance, and shareholder agreements with bank directors. This study aims to analyze performance behavior and investment of provincial government that affects the profit of regional development banks in Indonesia. The method of analysis is done using descriptive statistic and multiple linear regression. Multiple Linear Regression with dependent variable of regional development bank profit and independent variable consist of Bank size (SIZE), business risk of BPD bank (RISK_Bt), Capital Adequacy Ratio (CAR), Operational Cost to Operating Income (BOPO), Return of Equity (ROE), Interest Rate of Bank (INTEREST), Provincial Capital Investment to Bank BPD (PMD), Regional Minimum Wage (UMR), Initial Public Offering Dummy (DIPO), and Bank Business Target Dummy (DSARBISB). The result of descriptive statistical analysis concluded that the capital investment of 26 provincial governments in 26 regional development banks describes the varying bank performance caused by different bank sizes. The results of multiple regression analysis can conclude that all independent variables are able to both explain the dependent variable at a significant level of level below 1%, as well as individually ten independent variables that are statistically significantly different with zero at levels below 1%, below 5%, and below 10%.

Meneropong Perencanaan Pembangunan Daerah Berbasis Hak Asasi Manusia
Abstrak
Kajian ini berupaya untuk mencermati praktik pengarusutamaan perencanaan pembangunan daerah berbasis HAM. Untuk mendapat gambaran mengenai praktik, peneliti memotret tiga daerah yakni: Batang (Jawa Tengah), Trenggalek (Jawa Timur), dan Tanjungpinang (Kepulauan Riau). Praktik yang ada dihadapkan dengan alur pendekatan berbasis HAM, yakni: proses perumusan, kandungan pokok, mekanisme pelaksanaan, serta perlindungan dan pemulihan. Pendekatan kualitatif yang bersifat deskriptif digunakan untuk menggambarkan proses, memahami ketidaksesuaian sekaligus mengidentifikasi perencanaan dan pelaksanaan pembangunan. Berdasar hasil kajian, pendekatan perencanaan yang lebih terbuka membuka peluang pengarusutamaan HAM ke dalam perencanaan pembangunan. Prasyarat yang menjadi faktor pendorong berada pada dinamika regulasi daerah, komitmen kepala daerah dengan visi dan misi yang tertuang dalam RPJMD, maupun untuk menjaga roda birokrasi yang transparan, akuntabel dan bersih.

Social Capital and Subjective Well-Being (SWB) of Public Rental Apartment Occupants: Study at Jambangan Rusun Surabaya
Abstrak
Kebutuhan perumahan di kota-kota besar di Indonesia semakin meningkat karena adanya urbanisasi. Salah satu solusi yang dilaksanakan oleh pemerintah adalah dengan menyediakan rumah susun sewa. Masyarakat miskin yang semula tinggal di pemukiman kumuh yang bersifat horizontal memerlukan adaptasi ketika berpindah ke permukiman yang bersifat vertikal. Tujuan dari penelitian ini adalah untuk menganalisis hubungan sosio-demografi keluarga, modal sosial dan Subjective Well Beeing (SWB). Penelitian dilakukan dengan memberikan kuisioner dan wawancara terhadap 90 orang penghuni dari 396 unit rumah susun. Hasil penelitian menunjukkan bahwa modal sosial, dalam hal ini jaringan sosial dan kepercayaan menentukan SWB.Apabila SWB dijadikan indikator dari proses adaptasi seseorang atau keluarga di tempat yang baru, maka kedua variabel ini menjadi sangat penting.
