Studi ini meneliti peran pemerintah dalam memperkuat ketahanan pangan nasional melalui pendekatan hibrida yang menggabungkan tinjauan literatur sistematis (SLR) dan analisis bibliometrik. Data literatur dikumpulkan dari basis data Scopus menggunakan kueri "peran pemerintah DAN ketahanan pangan," menghasilkan 22 artikel untuk sintesis kualitatif. Temuan mengidentifikasi empat dimensi tata kelola utama: inisiatif pemerintah daerah, dukungan pemerintah nasional, kebijakan pertanian, dan kolaborasi antar sektor. Tata kelola ketahanan pangan yang efektif membutuhkan tindakan terkoordinasi di berbagai tingkatan pemerintahan, didukung oleh legislasi yang jelas, pendanaan yang memadai, dan kemitraan dengan masyarakat sipil dan sektor swasta. Kebijakan pertanian yang mempromosikan kelompok petani kecil, akses teknologi, dan praktik berkelanjutan semakin memperkuat ketersediaan pangan dan ketahanan di tingkat rumah tangga. Analisis bibliometrik mengungkapkan klaster penelitian dominan seputar pembuatan kebijakan, perubahan iklim, kerawanan pangan, dan tata kelola, yang mencerminkan sifat multidimensional dari tantangan ketahanan pangan. Namun, implementasi beberapa hambatan masih ada, termasuk koordinasi antar pemerintah yang lemah, infrastruktur pedesaan yang terbatas, adopsi teknologi yang rendah di kalangan petani kecil, dan kapasitas adaptif yang tidak memadai dalam menghadapi perubahan iklim. Studi ini menyoroti perlunya kerangka kerja tata kelola yang terintegrasi, adaptif, dan berbasis bukti untuk mencapai hasil ketahanan pangan yang berkelanjutan dan inklusif.
