Abstrak

Program Makan Bergizi Gratis (MBG) Indonesia, yang diamanatkan berdasarkan Peraturan Presiden No. 115/2025, dirancang untuk mengurangi kekurangan gizi anak melalui implementasi yang terdesentralisasi. Studi ini meneliti apakah kesiapan tata kelola desa dan degradasi lingkungan berhubungan dengan kejadian kekurangan gizi berat, yang jarang terjadi tetapi penting secara operasional untuk penargetan program. Desa digunakan sebagai unit analisis karena merupakan garda terdepan utama untuk koordinasi, pemantauan masyarakat, respons layanan, dan paparan lingkungan. Dengan menggunakan data administratif dari 2.876 desa, studi ini memperkirakan kejadian menggunakan model logit dan beban kejadian menggunakan model binomial negatif. Model hitungan binomial negatif yang stabil, yang dipertahankan setelah spesifikasi yang lebih lengkap menunjukkan masalah konvergensi dan kolinearitas, menunjukkan bahwa kesiapan tata kelola berhubungan positif dengan beban kekurangan gizi berat tetapi tidak signifikan secara statistik, sedangkan kondisi lingkungan, dukungan layanan, dan kemiskinan tetap relevan untuk interpretasi dan penargetan. Temuan ini mendukung strategi MBG berbasis risiko yang mengintegrasikan kesiapan layanan, kerentanan sosial, dan kondisi lingkungan daripada hanya mengandalkan kasus yang dilaporkan.

Ia menempatkan pendekatan berbasis bukti sebagai landasan untuk memperkuat perencanaan, pelaksanaan, dan evaluasi program, termasuk peningkatan kualitas pelayanan dan perlindungan kelompok rentan. Identitas penelitiannya terdokumentasi dalam ORCID iD: 0000-0002-2795-431X, sebagai sarana pemetaan kontribusi ilmiah (karya, afiliasi, dan aktivitas terkait) secara konsisten dan dapat ditelusuri.

Derriansya Putra Jaya lahir di Palembang dan menempuh pendidikan lintas disiplin: S1 Ilmu Tanah, S2 Agribisnis, hingga Doktor Administrasi Publik. Berpengalaman lebih dari satu dekade di industri perbankan (manajemen kredit, pendanaan, dan transaksi), ia kini menjadi dosen tetap Magister Ilmu Pemerintahan Universitas Tamansiswa Palembang serta mengajar sebagai praktisi di beberapa program lain. Ia aktif menguji kebijakan di ruang publik (panelis debat Pilkada OKI, narasumber TV/radio), terlibat dalam jejaring UMKM dan gerakan sosial, serta menulis tentang reformasi administrasi publik, inovasi digital, dan restrukturisasi kredit UMKM.
