Abstrak

Pengelolaan utang kebijakan publik yang efektif melalui Unit Pengelolaan Utang (UPU) sangat penting bagi tata kelola daerah dan pembangunan ekonomi. Dibandingkan dengan Meksiko, studi ini berfokus pada wawasan kebijakan yang dapat ditindaklanjuti dan pentingnya UUP dalam penerbitan obligasi daerah yang efektif serta perbaikan lingkungan bisnis di Indonesia. Tujuan utamanya adalah meningkatkan efektivitas operasional UUP untuk memfasilitasi keberhasilan penerbitan obligasi dan memperbaiki lingkungan bisnis lokal. Studi ini menggunakan metodologi penelitian kualitatif untuk mengumpulkan wawasan komprehensif dan melibatkan wawancara semi-terstruktur dengan para pemangku kepentingan utama, observasi, dan analisis dokumen. Temuan penelitian menunjukkan bahwa UUP sangat penting dalam mengoordinasikan strategi utang dan mengelola risiko; namun, efektivitasnya seringkali terganggu oleh sumber daya manusia yang tidak memadai, struktur organisasi yang tidak jelas, dan kendala regulasi. Studi ini mengusulkan solusi yang dapat ditindaklanjuti, seperti berinvestasi dalam pengembangan sumber daya manusia, menetapkan Prosedur Operasi Standar (SOP) yang jelas, dan mengadvokasi reformasi regulasi yang berimbang. Temuan-temuan ini berkontribusi signifikan terhadap tata kelola dan kebijakan publik dengan menyoroti pentingnya peningkatan kinerja UUP untuk pertumbuhan ekonomi berkelanjutan. Penelitian ini menekankan pendekatan multifaset yang mengintegrasikan kapasitas sumber daya manusia, kejelasan organisasi, dan keterlibatan pemangku kepentingan. Dengan memperhatikan konteks spesifik pemerintahan daerah, studi ini memberikan wawasan berharga bagi para pembuat kebijakan dan praktisi, mendorong pengelolaan keuangan publik yang efektif, dan mendorong iklim investasi yang kondusif. Rekomendasi yang diusulkan bertujuan untuk memberdayakan DMU, ??memastikan mereka dapat menjalankan fungsi vital tata kelola daerah dan pembangunan ekonomi.
