Analisis E-Readiness untuk Mempercepat Transformasi Menuju E-Government pada Pemerintah Daerah di Indonesia

Penelitian ini bertujuan untuk mengevaluasi kesiapan pemerintah Kabupaten Indragiri Hulu, khususnya Satpol PP dan KPBD, dalam mengimplementasikan aplikasi Si ATAN BEDA yang telah diimplementasikan. Analisis E-Readiness dilakukan dengan menggunakan pendekatan STOPE. Aplikasi layanan Si ATAN BEDA berfungsi sebagai kanal pengaduan masyarakat, sehingga memudahkan masyarakat dalam menyampaikan laporan dan pengaduan terkait gangguan ketenteraman, ketertiban umum, dan bencana daerah. Implementasi layanan aplikasi Si ATAN BEDA belum menunjukkan hasil yang optimal dikarenakan kurangnya pemahaman pemerintah terkait E-Readiness dan pengambilan keputusan tanpa pertimbangan fakta yang memadai. Metode penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Setelah data lapangan terkumpul, data diolah dengan menggunakan NVivo 12 untuk memberikan gambaran visual dari hasil temuan lapangan dan dianalisis berdasarkan teori yang mendukung hasil temuan. Hasil dan pembahasan menyimpulkan bahwa model kerangka kerja STOPE yang terdiri dari strategy, technology, organization, people, dan environment merupakan model yang paling tepat untuk mengevaluasi E-Readiness pemerintah Kabupaten Indragiri Hulu. Pada domain strategi, terdapat kurangnya peran pimpinan dalam memberikan arahan dan pengawasan, serta kelemahan dalam perencanaan pengembangan aplikasi. Domain teknologi menunjukkan adanya kendala dalam penggunaan aplikasi dan keamanan yang masih perlu diperkuat. Kurangnya kerja sama antara pemerintah dan swasta dalam implementasi aplikasi menjadi tantangan dalam domain organisasi. Domain sumber daya manusia menunjukkan bahwa kualifikasi keterampilan petugas tidak sesuai dengan latar belakang pendidikannya, dan pemahaman terhadap aplikasi masih perlu ditingkatkan. Sementara itu, pada domain lingkungan pengetahuan masyarakat, kurangnya pengetahuan masyarakat tentang aplikasi menunjukkan kurangnya sosialisasi yang dilakukan oleh pemerintah, sehingga masyarakat belum sepenuhnya merasakan manfaatnya.
