Abstrak

Dampak pandemi covid-19 yang berpengaruh besar dalam kehidupan masyarakat membuat Presiden dan para anggota kabinetnya merespons dengan berbagai stimulus kebijakan. Penelitian ini ingin melihat soliditas para pembantu Presiden merespons kebijakan yang diambil terhadap kebijakan umum Presiden Jokowi dalam menangani pandemi covid-19 dan menganalisis penyebab ketidak efektifan kebijakan yang diambil dengan pendekatan komunikasi terapan di bidang kebijakan. Dengan menggunakan metode studi literatur, penelitian ini menghasilkan temuan bahwa ditemukan implementasi kebijakan yang dibuat oleh para pembantu Presiden yang tidak selaras dengan keinginan Presiden selaku Kepala Pemerintahan. Hal ini berkemungkinan disebabkan dinamika kekuatan politik yang terdapat dalam anggota kabinet koalisi Jokowi Jilid II. Selain itu kepentingan dari anggota koalisi mungkin saja berdampak dalam proses dan pengambilan keputusan  terhadap sebuah kebijakan. Hasil penelitian ini merekomendasikan agar pemerintah memperkuat peran struktur yang bertugas untuk mengelola dan memastikan kebijakan yang diambil oleh para pembantu Presiden dalam penanganan covid-19 sudah selaras dengan keinginan Presiden. Selanjutnya perlu dilakukan komunikasi kebijakan kepada semua pemangku kepentingan yang terlibat dalam proses kebijakan agar kebijakan yang diambil dalam penanganan covid-19 tidak mewakili kepentingan politik dari anggota koalisi. Selain itu untuk menjaga soliditas kabinet koalisi dalam penanganan covid-19 posisi anggota kabinet yang terlibat dalam proses implementasi kebijakan harus tunduk kepada kekuasaan Presiden selaku Kepala Pemerintahan.
