Abstrak

Sistem pengalamatan berbasis naratif yang tidak terstruktur di banyak negara berkembang memfragmentasi pengelolaan data spasial dan menghambat tata kelola perkotaan yang efektif. Meskipun Indonesia telah secara resmi menetapkan standar nasional untuk pengalamatan perkotaan dan pedesaan (SNI 9037:2021), implementasinya masih terbatas, sehingga menghasilkan catatan alamat yang tidak konsisten, tidak tergeocoding, dan tidak interoperabel. Oleh karena itu, penguatan standardisasi alamat sangat penting untuk meningkatkan penyampaian layanan publik, integrasi data spasial, dan interoperabilitas data nasional. Studi ini mengusulkan sistem informasi alamat berbasis web yang dirancang sebagai mekanisme transisi untuk mendukung implementasi bertahap pengalamatan standar tanpa langsung menghilangkan praktik pengalamatan yang tertanam secara lokal. Dengan menggunakan Kecamatan Mantrijeron di Kota Yogyakarta sebagai studi kasus, kami mengembangkan basis data geospasial skema ganda dan mekanisme pencarian hibrida yang menghubungkan alamat berbasis komunitas yang ada dengan format standar. Hasilnya menunjukkan bahwa sistem tersebut memetakan kueri alamat lokal deskriptif ke catatan bangunan yang terstandarisasi dan terreferensi secara spasial. Model sistem ganda transisi memungkinkan pemerintah daerah untuk mempromosikan standardisasi alamat sambil mempertahankan kegunaan operasional selama periode transisi. Evaluasi kegunaan menunjukkan penerimaan pengguna yang kuat di antara pengguna awal, meskipun kesiapan untuk implementasi yang lebih luas masih perlu ditetapkan. Kami menyimpulkan bahwa standardisasi alamat yang efektif dalam konteks negara berkembang dapat memperoleh manfaat dari strategi digital yang adaptif dan inklusif. Alih-alih memaksakan reformasi mendadak dari atas ke bawah, sistem informasi transisi dapat memfasilitasi kepatuhan bertahap terhadap standar nasional sambil memperkuat tata kelola perkotaan dan mendukung kerangka kerja Satu Data Indonesia.
