Integrasi Kebijakan Daerah dan Tata Kelola Kolaboratif dalam Percepatan Penurunan Stunting

Studi ini menganalisis keberhasilan penerapan tata kelola kolaboratif dalam penanganan stunting di Kota Bekas, yang mana angka stuntingnya telah menurun signifikan dari 18,18% (2018) menjadi 2,33% (2023), jauh melampaui target nasional sebesar 14% untuk tahun 2024. Dengan menggunakan pendekatan studi kasus kualitatif, studi ini mengkaji bagaimana kolaborasi multipihak berkontribusi terhadap keberhasilan ini. Berdasarkan model Dodeca-Helix yang melibatkan 12 dimensi pemangku kepentingan, studi ini mengungkapkan bahwa tata kelola kolaboratif yang efektif dicapai melalui kepemimpinan fasilitatif yang kuat, desain kelembagaan yang inklusif, dan komitmen pemangku kepentingan yang tinggi. Kerangka kerja kolaboratif mengintegrasikan pemerintah di semua tingkatan, entitas sektor swasta, akademisi, dan organisasi masyarakat dalam pendekatan terstruktur untuk pengurangan stunting. Data yang dikumpulkan melalui wawancara mendalam dengan pemangku kepentingan utama, observasi lapangan, dan analisis dokumen menunjukkan bahwa mengintegrasikan kebijakan lokal dengan kerangka kerja nasional, dilengkapi dengan partisipasi masyarakat dari bawah ke atas, menciptakan sistem yang berkelanjutan untuk intervensi stunting. Pengalaman Kota Bekas menawarkan wawasan berharga bagi daerah lain yang tengah mengembangkan program penanggulangan stunting, dengan menekankan pentingnya integrasi kebijakan multilevel, koordinasi lintas sektor, dan keterlibatan aktif masyarakat. Studi ini memberikan kontribusi pada pemahaman teoritis tentang tata kelola kolaboratif dalam intervensi kesehatan masyarakat dan aplikasi praktis untuk melaksanakan program penanggulangan stunting yang berhasil di tingkat pemerintah daerah.
