ADAKAH COLLABORATIVE GOVERNANCE DALAM KEBIJAKAN SOSIAL PASCA BENCANA DI PROVINSI BANTEN?

Kebijakan sosial meliputi peningkatan perlindungan sosial, pendekatan peningkatan standar hidup, dan akses terhadap pekerjaan yang layak. Uraian membahas dua konsep yaitu pemerintahan kolaboratif dan konsep kebijakan sosial artinya secara metodologis dan teknis kedua konsep tersebut bersanding dalam konteks pelaksanaan kebijakan desentralisasi. Collaborative governance berdasarkan pendapat Ansell dan Gash (2008) Sementara konsep kebijakan social merujuk pada pendapat Spicker (2014). Metode menggunakan kualitatif deskriptif dan model strategi analisis verifikasi kualitatif. Penanganan pasca bencana, collaborative governance diaplikasikan melalui upaya pemerintah melakukan pemulihan yang berfokus melalui pada sektor pemukiman, ekonomi, infrastruktur, sosial dan lintas sektor. Diperoleh pula hasil bahwa terdapat kendala dalam Collaborative governance, seperti keterlambatan pembangunan rumah bagi masyarakat, ketidaksesuaikan spesifikasi antara yang dijanjiukan dengan yang diterima oleh masyaralat serta rendahnya pemahaman masyarakat. Penelitian ini juga menunjukkan bahwa collaborative governance penanganan pasca bencana dapat dilaksanakan dengan menggunakan beberapa strategi yang dibagi berdasarkan sektor dan sub sektor, pola komunikasi yang tepat meningkatkan keterlibatan masyarakat pada seluruh proses penanganan pasca bencana di provinsi Banten.
