The Mediation Role of the Village Fund Management System on the Relationship Between HR Advantages, Utilization of IT, and Village Government Performance

Tujuan penelitian ini adalah untuk menguji secara empiris 1) untuk mengetahui dampak keunggulan SDM terhadap sistem pengelolaan dana desa. 2) untuk mengetahui dampak penggunaan teknologi informasi terhadap sistem pengelolaan dana desa. 3) untuk mengetahui dampak keunggulan SDM terhadap kinerja pemerintahan desa. 4) untuk mengetahui dampak penggunaan teknologi informasi terhadap kinerja pemerintahan desa. 5) untuk mengetahui dampak sistem pengelolaan dana desa terhadap kinerja pemerintah desa. 6) mengetahui dampak keunggulan SDM terhadap kinerja pemerintah desa dengan sistem pengelolaan dana desa sebagai mediator. 7) mengetahui dampak pemanfaatan teknologi informasi terhadap kinerja pemerintah desa dengan sistem pengelolaan dana desa sebagai mediator. Responden dalam penelitian ini adalah perangkat desa di Kabupaten Tegal. Secara administratif Kabupaten Tegal terbagi menjadi 18 kecamatan yang terdiri dari 281 desa dan 6 kecamatan, sehingga populasi dalam penelitian ini adalah 287 responden. Dalam penelitian ini, teknik pengumpulan data yang digunakan adalah kuesioner. Analisis data yang digunakan dalam penelitian ini adalah uji kelayakan instrumen, analisis deskripsi responden, analisis deskripsi variabel, analisis SEM Berbasis Variance-PLS. Dari hasil penelitian dapat disimpulkan bahwa tidak ada pengaruh keunggulan SDM pada sistem pengelolaan dana desa, ada pengaruh pemanfaatan teknologi dalam sistem pengelolaan dana desa, ada pengaruh keunggulan SDM terhadap kinerja pemerintah desa, tidak ada pengaruh pemanfaatan teknologi terhadap kinerja pemerintah desa, ada pengaruh sistem pengelolaan dana desa terhadap kinerja pemerintah desa, sistem pengelolaan dana desa tidak mampu memediasi hubungan antara keunggulan sumber daya manusia dengan kinerja pemerintah desa, sistem pengelolaan dana desa mampu memediasi hubungan antara pemanfaatan teknologi dengan kinerja pemerintah desa.
