Studi Deskriptif Riset Kebijakan Tentang Hak-Hak Difabel di Indonesia

Paradigma tentang difabel saat ini telah mengalami perkembangan. Dimulai dari terminologi difabel yang telah berevolusi dan kebijakan yang mengaturnya. Perkembangan lainnya diwujudkan dengan semakin berkembang pula komunitas, lembaga, studi, riset kebijakan dan unsur lainnya yang konsen dengan peningkatan harkat martabat difabel. Tujuan penelitian ini adalah melihat tren penelitian kebijakan yang dilihat dari model penelitian kebijakan dan tema penelitian berdasarkan hak-hak difabel yang diatur di dalam kebijakan. Teknik Sistematic Literature Review digunakan untuk menjaring literature terkait penelitian kebijakan difabel di Indonesia pada database scopus. Diperoleh 36 artikel yang relevan dengan penelitian kebijakan difabel di Indonesia. Hasil menunjukkan bahwa setelah adanya Undang-Undang No. 8 Tahun 2016 tentang Penyandang Disabilitas mempengaruhi perkembangan penelitian kebijakan difabel di Indonesia. Model penelitian isi dan lingkungan kebijakan adalah model yang paling banyak digunakan di dalam riset. Sedangkan tren tema yang paling banyak dibahas adalah hak tentang pendidikan, kesejahteraan sosial, keadilan dan perlindungan hukum, perlindungan bencana dan bebas dari stigma. Rekomendasi untuk penelitian selanjutnya agar dapat melihat penelitian dengan model implementasi dan evaluasi kebijakan. Implikasi praktis lebih lanjut dibahas di dalam artikel.
