Sistem Layanan Adminduk Kolaka Utara Offline, Online dan Terintegrasi (SI LAKU O2T)

Transformasi digital dalam pelayanan publik menjadi kebutuhan mendesak untuk meningkatkan efisiensi, transparansi, dan inklusivitas layanan masyarakat. Penelitian ini bertujuan untuk menganalisis implementasi Sistem Layanan Administrasi Kependudukan Offline, Online, dan Terintegrasi (SI LAKU O2T) di Kabupaten Kolaka Utara sebagai inovasi lokal dalam mengatasi keterbatasan infrastruktur, literasi digital, dan hambatan geografis. Menggunakan pendekatan kualitatif eksploratif dengan wawancara mendalam terhadap 10 informan kunci, penelitian ini menelaah pengalaman, persepsi, serta tantangan yang dihadapi dalam penerapan SI LAKU O2T. Hasil menunjukkan bahwa program ini menghadirkan 12 sub-inovasi yang mengombinasikan layanan daring, luring, dan jemput bola, sehingga mampu memperluas akses layanan, mengurangi beban biaya masyarakat, serta meningkatkan kepercayaan publik terhadap pemerintah daerah. Namun, keterbatasan infrastruktur internet, kesenjangan literasi digital, dan kapasitas aparatur desa masih menjadi kendala utama. Pemerintah daerah menanggapi dengan strategi pendekatan hibrida, penguatan literasi digital, serta kolaborasi multipihak untuk keberlanjutan program. Studi ini menegaskan bahwa digitalisasi pelayanan publik tidak hanya bergantung pada teknologi, tetapi juga pada kesiapan organisasi, kapasitas sosial, serta komitmen politik. Dengan pengembangan berkelanjutan, SI LAKU O2T berpotensi menjadi model transformasi digital pelayanan publik yang inklusif, efisien, dan adaptif bagi daerah lain di Indonesia. Penelitian ini merekomendasikan penguatan kapasitas desa melalui dukungan anggaran, peningkatan literasi digital, dan standardisasi layanan sebagai kontribusi praktis bagi keberlanjutan inovasi.
