Abstrak

Penyebaran virus COVID-19 yang begitu masif dan cepat telah menjadi teror yang mengerikan bagi masyarakat dunia. Berbagai literatur membuktikan, pentingnya peran pemimpin di level pemerintahan yang peling rendah (: kepala desa) sebagai garda terdepan untuk memutus mata rantai penyebaran COVID-19.  Di Provinsi Maluku, Bapa Raja, bukan hanya sekedar tokoh adat dan tokoh masyarakat yang sehingga sangat dihormati dan disegani oleh masyarakat desa karena berhasil dipilih melalui mekanisme Pemilihan Kepala Desa (Pilkades), namun juga, Bapa Raja harus memiliki garis keturunan bangsawan kerajaan atau kesultanan. Studi ini bertujuan untuk menganalisis pendekatan inovasi kolaboratif pada kepemimpinan Bapa Raja dalam masa krisis COVID-19 di Propinsi Maluku yang terkenal dengan istilah Bumi Raja-Raja. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data observasi, studi literatur, FGD, dan wawancara mendalam pada tahun 2020-2023. Hasil penelitian menunjukkan bahwa Bapa Raja telah berhasil menjadi tokoh pendorong utama di desa dalam menghadirkan inovasi yang relevan dan efektif dalam penanganan COVID-19 di Provinsi Maluku melalui pendekatan pengintegrasian, pencari, pembela, dan pemicu inovasi. Inovasi kolaborasi yang kuat antara pemerintah dan berbagai pemangku kepentingan, serta partisipasi aktif masyarakat dengan berbasis kearifan lokal, merupakan kunci keberhasilan dalam menghadapi tantangan pandemi COVID-19. Rekomandasikan studi ini agar Pemerintah Pusat cq Kementerian Dalam Negeri dapat menjadikan Bapak Raja sebagai role model bagi daerah lain, karena keberhasilan pelayanan publik melalui pendekatan inovasi kolaboratif dalam penanganan bencana COVID-19.
