Inovasi Pelayanan Publik pada Pemerintah Daerah di Indonesia

Abstrak

Inovasi selama ini populer dilakukan di dunia industri dan jasa milik swasta. Saat ini inovasi sudah banyak dilakukan oleh sektor publik. Namun, masih sedikit kajian yang membahas inovasi sektor publik yang sudah dilakukan oleh pemerintah daerah provinsi, kabupaten dan kota. Oleh karena itu, artikel ini berusaha menjawab pertanyaan bagaimana tipologi inovasi pemda di Indonesia? bagaimana kategori inovasi yang dilakukan? bagaimana sebaran pemda yang sudah melakukan inovasi? Riset ini menggunakan metode kualitatif dengan melakukan analisis data sekunder. Teknik analisis data yang digunakan memiliki empat tahap yaitu pengumpulan data, reduksi data, penyajian data dan langkah terakhir adalah penarikan kesimpulan. Hasil analisa data inovasi yang dilakukan sektor publik termasuk pemda sejak tahun 2014 sampai dengan 2022 menunjukkan bahwa jumlah inovasi yang dilakukan terus berkembang pesat. Tipologi inovasi yang dianalisa dalam studi ini menunjukkan bahwa empat besar tipe inovasi yang dilakukan pemda adalah proses teknologi, inovasi sosial,  pelayanan baru dan administrasi. Kategori inovasi yang terbanyak dilakukan adalah di bidang kesehatan, administrasi, tata kelola pemerintahan, pendidikan, pemberdayaan masyarakat, pertumbuhan ekonomi dan kesempatan kerja. Sebaran inovasi yang diterapkan pemerintah provinsi terlihat dalam bentuk peta yang didominasi oleh provinsi-provinsi di Pulau Jawa kecuali Banten. Untuk pemerataan implementasi inovasi diawali dari pemahaman yang sama tentang pentingnya inovasi. Selain itu, adanya kemauan politik dari pimpinan daerah untuk meningkatkan pelayanan publiknya sangat penting.
