Incubation of Public Service Innovation in Tegal Regency
Case Study Building Management Information System (SIMBG) Innovation in Building Permit (PBG) Services

The imbalance between the purpose of building approval (PBG) services and the availability of administrative or administrative apparatus lag is a problem in the Public Works and Public Housing Office know as (PUPR) of Tegal District. The issuance of Government Regulation Number 16 in 2021 concerning Implementing Regulations of Law Number 28 in 2002 concerning Building Development fosters optimism to solve these problems, namely by SIMBG innovation. SIMBG is a web based application for PBG specific licensing. Therefore, the purpose of this study is to analyze the process of preparing for the application of new innovations from the emergence of innovations to readiness for implementation through the innovation incubation program. The type of research used is a qualitative approach with a descriptive tipe of research using a case study research type which aims to find out more deeply the process of preparing for the implementation of SIMBG. The results of the study show that the SIMBG innovation incubation program or the process of preparing for the application of SIMBG innovation is very much needed for the stability of the application of innovation, from the legal basis for implementing innovation, readiness of human resources and readiness of the device or innovation itself. The incubation process for PBG services through SIMBG can be said to have succeeded in improving service quality, but there are other factor that have caused a decrease in the number of service applicants, namely the assumption that PBG is not necessary user fees, and sanctions that have not been enfoeced.
