Innovative Policy of Village Clean Water Governance Through Institutional Typological Dynamics

Abstract

This paper discusses the clean water management system of Suntenjaya Village in the Cikapundung Hulu watershed area in West Bandung Regency using the framework of new institutionalism in economic sociology. Previous studies about villages that have springs potential only focused on improving institutional formalities, particularly on optimizing the role of village governments and BUMDes (Village-owned Enterprise) in the PAB (Clean Water Management) mechanism. These studies have not analyzed the incentives and barriers to water governance outside formal institutions. In fact, informal institutions also play a major role in PAB. To adress this issue, this study adapts the Helmke-Levitsky typology to identify the interaction between formal village institutions and informal-local ulu-ulu institutions in village clean water management. Methodically, this research presents an update in the form of digital software application for the interview coding process using QDA Miner. Based on this research’s findings, the informal-local ulu-ulu institutions acted as a substitutive role for formal village institutions. Weak formal institutional capacity in the midst of the community’s need for a clean water management system raises the role of the ulu-ulu to answer these problems through village clean water management that based on village original rights.
