Abstrak

Pemerintah Indonesia melakukan reformasi birokrasi untuk menciptakan pemerintahan yang baik dan bersih. Reformasi birokrasi membutuhkan pemanfaatan kekayaan pengetahuan yang dimiliki oleh ASN. Namun, kekayaan pengetahuan itu  serinkali tersebar dan tidak terdokumentasi dengan baik. Oleh karena itu, organisasi perlu melaksanakan manajemen pengetahuan (knowledge management) yang efektif di kalangan ASN. Penelitian ini bertujuan untuk mengetahui anteseden yang mempengaruhi perilaku berbagi pengetahuan (knowledge sharing) di kalangan ASN dalam penyelenggaraan pemerintahan di Indonesia. Penelitian ini menganalisis pengaruh otonomi kerja (job autonomy) dan menguji peran mediasi dari variabel motivasi pelayanan publik (public service motivation) dan motivasi intrinsic (intrinsic motivation). Responden dalam penelitian ini terdiri dari 252 ASN di biro kepegawaian umum Kementerian Keuangan RI. Kami mengolah data menggunakan SEM dengan perangkat lunak AMOS. Hasil penelitian menunjukkan bahwa otonomi kerja berpengaruh positif terhadap motivasi pelayanan publik dan motivasi intrinsik. Namun, tidak ada cukup bukti untuk menyimpulkan bahwa terjadi berbagi pengetahuan yang signifikan antara ASN yang dievaluasi di sini, baik di kalangan milenial maupun pegawai senior, kecuali terdapat kebutuhan untuk melaksanakan suatu tugas pelayanan publik.
