Implementasi Sistem Pemerintahan Berbasis Elektronik sebagai Proses Transformasi Tata Kelola Digital di Provinsi Kalimantan Timur

Implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) di Indonesia sebagian besar dipandang sebagai mekanisme kepatuhan administratif yang selaras dengan kebijakan nasional dan penilaian berbasis indeks. Namun secara konseptual, SPBE dimaksudkan sebagai instrumen untuk mentransformasikan tata kelola pemerintahan menuju pemerintahan digital yang terintegrasi, efektif, dan akuntabel. Studi ini bertujuan untuk menganalisis implementasi SPBE di Provinsi Kalimantan Timur dengan memposisikannya sebagai proses transformasi tata kelola digital, bukan sekadar kewajiban administratif. Dengan menggunakan pendekatan studi kasus kualitatif, data dikumpulkan melalui analisis dokumen kebijakan, laporan kinerja SPBE, dan wawancara dengan pemangku kepentingan utama di Pemerintah Provinsi Kalimantan Timur. Data dianalisis menggunakan metode deskriptif-analitis dengan menghubungkan temuan empiris dengan kerangka transformasi pemerintahan digital. Temuan menunjukkan bahwa implementasi SPBE di Provinsi Kalimantan Timur sebagian besar masih didorong oleh kepatuhan, yang tercermin dalam fragmentasi kelembagaan, integrasi sistem dan data yang terbatas, dan kapasitas sumber daya manusia yang tidak merata di berbagai instansi pemerintah. Meskipun demikian, studi ini juga mengidentifikasi peluang untuk memperkuat transformasi tata kelola digital melalui penguatan tata kelola kelembagaan SPBE, peningkatan kompetensi digital pegawai negeri sipil, dan promosi integrasi lintas sistem dan layanan. Studi ini menggarisbawahi perlunya menggeser paradigma dari kepatuhan administratif menuju transformasi tata kelola digital yang substantif di tingkat pemerintahan provinsi.
