Studi ini mengeksplorasi efektivitas desain kebijakan Prodeskel sebagai instrumen tata kelola data desa yang selama ini belum mencapai pemanfaatan maksimal, padahal validitas data merupakan pilar utama dalam akurasi perencanaan pembangunan di tingkat akar rumput. Menggunakan metodologi kualitatif deskriptif, penelitian ini membedah proses implementasi dan kendala operasional di lingkungan Direktorat Jenderal Bina Pemerintahan Desa melalui pendekatan fenomenologis untuk memahami realitas birokrasi yang ada. Data primer diperoleh melalui wawancara mendalam dengan pemangku kepentingan guna memastikan kedalaman analisis sesuai kaidah administrasi publik yang komprehensif. Hasil penelitian mengonfirmasi bahwa rendahnya sinkronisasi instrumen kebijakan, dualisme peran antarlembaga, dan keterbatasan kompetensi teknis aparat lapangan menjadi hambatan utama dalam mewujudkan ekosistem data yang terpadu. Faktor eksternal berupa defisit infrastruktur digital di daerah terpencil turut memperlemah akurasi data serta memperlebar celah digital antarwilayah. Sebagai implikasi kebijakan, penelitian ini merekomendasikan desain kebijakan yang baru dengan berbasis kerangka instrumen kebijakan Michael Howlett. Rekomendasi tersebut menekankan pada kalibrasi ulang instrumen kebijakan (policy instrument calibration) yang menyelaraskan dimensi teknologi, regulasi, dan kapasitas organisasi secara koheren agar tercipta sinergi fungsional yang berkelanjutan. Selain itu, diperlukan penguatan mekanisme pengawasan dan insentif bagi pengelola data di tingkat desa guna meningkatkan motivasi kerja serta kualitas input data secara real-time. Hal ini diharapkan dapat menjadi referensi strategis bagi Kementerian Dalam Negeri dalam menyempurnakan tata kelola data desa melalui desain kebijakan yang lebih integratif, aplikatif, dan responsif terhadap dinamika tata kelola pemerintahan digital di Indonesia.
